Services: Stop and manual "IPSec Policy Agent"
Device Manager: View menu > Show Hidden Devices.  Disable "IPsec driver".

(to enable again, enable the driver first, reboot, then set the service to auto and start
it, then configure IPsec in network > TCP/IP properties)
