(This step first If During Windows 2000/XP Setup): - hit either 'customize' button; (otherwise:) - change the 'your locale' setting first to your desired setting, hit apply; - go into 'set default' and change that to your desired setting, hit OK then apply; - go into "Input Locales" tab, your keymap should be in the list but not default. Select it and hit 'Set as Default', then hit apply; - select 'English (United States)', hit remove then apply, then OK. You shouldn't be asked to reboot, although I've only tested this with changing to the English (UK) keymap. I'm interested to know how peoples' mileage varies with this one.
