- disable client for MS networks (and filesharing services) across all adapters
- stop and manual services: server, workstation, browser, messenger, TCP/IP NetBIOS Helper, Spooler, Alerter
- device manager: show hidden devices - disable "NetBIOS over TCP/IP"
- disable DCOM: http://www.mikeymike.org.uk/wac/dcom.txt

One note: IIS re-opens port 135.

Restart.  If you have no other [unrelated] listening services, you should have no ports listening.


On NT4:
- stop and manual services: server, workstation, browser, messenger, TCP/IP NetBIOS Helper, Spooler, Alerter
- Control Panel > Devices: set "WINS Client" to manual start.  Note that you have to repeat this step
any time you make a change to network configuration under NT4.

Restart.

AFAIK on NT4 you can't close port 135.
