Services: Stop and manual "IPSec Policy Agent"

WinXP and IPsec have to be unconfigured slightly differently to Win2k.

You can switch off the IPsec service, but not the driver.  If you disable the 
driver, the TCP/IP driver won't start.  I haven't found a workaround to this.
